The AIDS Prevention and Control (APAC)

The AIDS Prevention and Control (APAC) project is administered by the Voluntary Health Services (VHS), Chennai with financial assistance from the United States Agency for International Development (USAID), under a tripartite agreement with the Government of India. APAC project has been implementing STI/HIV/AIDS prevention and control programs in Tamil Nadu since 1995 and in Puducherry from 2002.

APAC’s contribution to the state and the nation

  • Community mapping based on HIV transmission behavioral patterns and general population Behavior Surveillance Survey (BSS) – tracking the trend of the epidemic continuously for the last 11 years.

  • Community prevalence of HIV, STI and RTI studies

  • Management and Financial systems (Models in Procurement, Contracts & Grants)

  • Innovative Monitoring & Evaluation systems

  • Contributed to the National AIDS Control Program (NACP-III) design for targeted HIV prevention interventions, Behavior Change Communication, condom retail promotion among risk populations, Research and Financial Management

  • Established Technical Support Unit (TSU) for Tamil Nadu, Puducherry and Kerala

  • Designed conceptual frameworks such as Communication on Wheels (COW) – Mobile Health Education Unit (MHEU) for awareness generation in semi urban and rural areas, and a trust for children affected with HIV/AIDS

  • Monitoring systems such as Experience Sharing and Review Meeting (ESRM), Participatory Site Visit (PSV),and Field Observation, Community Understanding and Strengthening (FOCUS)

  • Capacity building of NGOs, Health Care Providers, industrial establishments

  • Established an active network of NGOs involved in HIV programs, Indian network of NGOs working on HIV issues – IHN

More Than A Decade Of Service In HIV Prevention And Care

APAC project has been implementing STI/HIV/AIDS prevention and control programs in Tamil Nadu since 1995 and in Puducherry since 2002

Owing to its successful implementation in the first two phases, the Government of India and the USAID have extended the APAC project for another five years (2007 – 2012), thus entering into a dynamic third phase of its activities.
