VHS – CDC Project (PEPFAR, Govt of USA)

Voluntary Health Services (VHS) has entered into a cooperative agreement with the Centers for Disease Control and Prevention (CDC), Department of Health and Human Services, United States Government to provide technical assistance to the National AIDS Control Program (NACP IV) NACO / MoHFW Govt Of India – in carrying out national level reviews and policy revisions on prevention, care and treatment programs including cross cutting issues such as capacity building, integration, planning and financial systems.

The project supports strategies to maximize resource utilization by addressing gaps identified during program reviews and scaling up high impact practices. The project has national level activities and intensely functions at the cluster level, in line with the revised PEPFAR approach of pivoting to six high burden districts (three each in Andhra Pradesh and Maharashtra clusters) closely working in consultation with the state govts and SACS.

The Prevention of Parent to Child Transmission of HIV (PPTCT) program in the six high burden cluster districts is being strengthened to address gaps found in HIV testing of pregnant women, coverage of Early Infant Diagnosis (EID) and initiation of Anti Retro-viral Therapy (ART) among HIV positive pregnant women.

A web based reporting, tracking and information management tool called PPTCT-ART Linkage System (PALS) is under development for capturing individual level HIV positive client data at service delivery points and generating alerts to field staff for follow-up of HIV positive pregnant women and HIV exposed children. Efforts to strengthen the Partner Tracing and Testing (PTT) program are being intensified.

Another key focus area of the project is the capacity enhancement and mentoring of 188 District AIDS Prevention and Control Units (DAPCU) across India through the DAPCU National Resource Team (DNRT), leading to improved cross referrals between service facilities, particularly, within the treatment and PPTCT cascades. By strengthening the DAPCUs, the project seeks to raise program efficiency, improve data quality and strengthen linkages across the 90-90-90 cascade.
